		<description>War is just another branch of diplomacy (albeit an extreme one) that a sovereign nation-state can use in order to further its own means and pursuit of power.  Can war be waged effectively and efficiency if hostile forces are more concerned about avoiding civilian casualties rather than achieving their primary objectives and goals?  Modern warfare utilizes strategies and doctrines that dictate the use of tactics which unfortunately, cause collateral damage.  Unless warfare evolves into a different form in the future that eliminates the need to demoralize an entire population/people to win, this is the way things will continue.</description>
